Samantha Rooney, an experienced educator specialising in supporting schools to achieve positive outcomes for students with Special Educational Needs (SEN).


Samantha, a dedicated mother of twins, uniquely understands the challenges parents face in fostering their children's well-being and academic success. Her commitment to guiding young individuals toward personal and professional fulfilment is unwavering.


Samantha holds a National Award for SEN Coordination (NASENCO), Qualified Teacher Status (QTS), and a Bachelor's degree in Education.


Her broad experience spans across mainstream education, special needs education, alternative provision, local authorities and various other educational settings.


Proficient in SENCO practices, Senior Mental Health Leadership, Designated Safe Guarding Lead and Governance, Samantha actively influences educational practices.


Recognised for her resourcefulness and compassion, Samantha is passionate about creating inclusive learning environments and supporting students with diverse needs.


Her collaborative spirit and dedication to ongoing professional development make her an invaluable asset in school communities and educational partnerships.

Any urgent work deadlines can be discussed and where accommodated will be carried out at no extra cost.


We are also willing to offer a discount on the fees where a client has a large number of documents to be written.


Please note that The Nurturing Way currently does not reach the VAT threshold and therefore does not charge VAT.

What is the SEND Code of Practice?



The SEND Code of Practice(2015) is official government guidance that explains how children and young people with Special Educational Needs and Disabilities (SEND) should be supported in England. It applies to schools, colleges, local authorities, health services, and early years providers.


The Code sets out the legal duties from key laws, mainly:

  • Children and Families Act 2014

  • Equality Act 2010

  • Education Act 1996


It ensures that children, young people, and their families are listened to, involved, and placed at the centre of decision-making about their support.

What does it say about EHC Plans?


An Education, Health and Care Plan (EHCP) is a legal document for children and young people aged 0–25 who need more support than is normally available through special educational needs support in mainstream settings.


The SEND Code of Practice explains:

  • When an EHCP might be needed (if a child’s needs cannot be met through normal SEND support).

  • How to request an EHC needs assessment.

  • Timelines for each stage (e.g., the local authority has 20 weeks to issue a final EHCP after an assessment request).

  • What must be included in the EHCP (a clear description of the child’s needs, desired outcomes, and the provision needed to meet those needs).

  • Annual Reviews: EHCPs must be reviewed at least once a year to ensure the support remains appropriate.


It emphasises working in partnership with parents, carers, and young people, making their views central to the entire process.
